First, look at your input value and then your output value.
Did the values increase or decrease?
By how much?
Can you add/subtract the same amount with a new set of input and output values? (Is it an additive pattern?)
If not, can you multiply/divide the same amount with a new set of input/output values? (Is it an multiplicative pattern?)
Write the rule. Remember to ensure your input (x) performs the operation, and your output (y) represents the solution.
