CS11 1.03 Project Stakeholder Identification

What is a
Stakeholder?

▪ Stakeholders are persons or organizations who are actively

involved in the project or whose interest may be positively or
negatively affected by the performance or completion of the
project.

▪ In general, stakeholders and their interests should be identified

and involved/addressed as early in the process of the
development of the project as possible.

▪ Projects are undertaken to fulfill the requirements of

stakeholders.

▪ Project success is measure by the satisfaction of the project’s

stakeholders

Stakeholder Identification

▪ Examples of project stakeholders may include:

▪ Project Sponsor

▪ Higher Management

▪ Project Team Member

▪ Stakeholder Identification is continuous

▪ Occurs ongoing until project ends

▪ New may be added

▪ Some may lose interest

▪ Power and influence may also change over time

Identify
stakeholders by:

▪ Brainstorming.

▪ Collecting categories and names from
informants in the community.

▪ Interviews

▪ Consulting with organizations that either are
or have been involved in similar projects, or
that work with the population or in the area of
concern.

▪ Expert Judgement

▪ Getting more ideas from stakeholders as you
identify them.

▪ If appropriate, advertising.

Stakeholder Categories

Primary stakeholders:

• Beneficiaries or targets

of the project.

Secondary stakeholders:

• Those directly involved

with or responsible for
beneficiaries or targets
of the project.

• Those whose jobs or

lives might be affected
by the process or
results of the project.

Key stakeholders:

• Government officials

and policy makers.

• Those who can

influence others.

• Those with an interest

in the outcome of an
project.
