​Chandragupta

Divided the empire into four regions, and then divided each region into smaller provinces.

Created a bureaucracy of appointed officials in each region, province, and village carried out​ the emperor's orders.

He was advised to protect his subjects and not to trust them. He did not give them the right to privacy or freedom of speech.

He ruled according to dharma and the principles of ahimsa, tolerance, and a focus on his subjects' well-being.​

His support of Buddhism gave the religion prestige and helped it spread. Buddhist monks were able to found monasteries throughout India, and rulers in other lands adopted the religion.

He established hospitals, had wells dug, built a road system with trees and rest houses, and promoted trade.​
