Electronic money (e-money) is broadly defined as an electronic store of monetary value on a technical device that may be widely used for making payments to entities other than the e-money issuer. The device acts as a prepaid bearer instrument which does not necessarily involve bank accounts in transactions.
E-money products can be hardware-based or software-based, depending on the technology used to store the monetary value.

在小額零售交 易的場合，此項價款收付只要利用中央銀行 所獨占發行的通貨（currency）或俗稱之現金 （cash）－包括紙幣(notes)及硬幣(coins)，即 可完成。至於在大額交易的場合，通常需仰 賴交易之一方簽發支付命令、支付工具或其 他支付憑證交付對方。支付命令包括結算 （clearing）及清算（settlement）兩個過程。 所謂的結算，通常係指透過銀行體系，將支 付命令自付款人交付收款人，計算應收應付 的款項；而清算則是遵照支付命令將實際交 易所發生的等值價款移轉給收款人，通常是 付款人透過其往來銀行（或中央銀行）的存 款餘額轉入收款人的存款帳戶內。
