How male gametes and female gametes was formed in flowers?
The male and female gametes need to undergo the process of gametogenesis which is called as microgametogenesis for male and megagametogenesis for female.

Development of Pollen & The Male Gametes
The male organ flower are the androecium.
The anther usually is made up of four (4) elongated pollen sacs.
Each pollen sac contains a mass of dividing cells that called as microsporocytes, also known as pollen grains or pollen mother cell.
Each microsporocycte divide by meiosis to form 4 haploid (n) or microspore.

Two nucleus (2) of each microspore then divide by mitosis to form a two unequal cells (generative and vegetative cell).
The vegetative cell (also known as pollen tube cell) will form a tube from the stigma to the ovary.
The generative cell forms male gametes/sperm cells.
