barbarians - lacking (not having) culture

heathen - doesn't believe in god

immoral - lacking ethics; wicked, evil

chinaman - derogatory name for chinese people

degraded labor - lesser than

The woman represents the female figure Columbia (kind of like a female Uncle Sam)

She is holding off a mob

Notice the noose in the background and the "Colored Orphan Asylum"

The mob is meant to display mostly Irish people and harkens back to the Draft Riots of 1862
