This is data collected at the outset of a project to establish the pre-project conditions against which future changes amongst a target population can be measured.

Baseline information tells us the current situation before we start an intervention.

Baseline information is necessary so that we can properly set our desired targets.

Evaluation provides reliable and valid information about policy performance.

Evaluation contributes to the clarification and critique of values that underlie the selection of goals and objectives.

Performed before the implementation of an intervention.

When initial and ongoing activities have been conducted. It is more focused on learning and management than accountability.

Assesses the change in the target population's well-being.

The purpose is to fix problems as they arise and to make sure avoidable mistakes are not repeated.

Conducted by individuals with no direct or indirect involvement in the conduct of the intervention being evaluated.
