currency, raise an army, and
declare war.

It could also pass laws as
needed.

State government had the
power as well.

No state could make laws or
take actions that went against
the constitution.

After its agreed that a Bill of
Rights would be added the
constitution was ratified by all 13
states.

Delaware was the first and
Rhode Island was the last.
