As colonists were fighting the Revolutionary War, delegates from each state gathered once again. The delegates declared independence and worked together to form a new national government. After much debate, delegates created a government which limited power over it's people. A government with limited power reflected the states' struggle against the power of the British King.

​Just weeks after war erupted in Lexington and Conord, the Second Continental Congress met in Philadelphia. Although it had no legal authority, Congress took on the role of national, or federal government. It printed money and created a Continental Army.

Forming a New Government ​

The delgates outlines a plan for a new government. They called the plan the Articles of Confederation. In November 1777, Congress adopted the Articles. Congress sent the plan to individual states to be ratified. The 13 states ratified the Articles in March 1781.

A Weak Government

Under the Articles, the government had one branch - the legislative branch, which is the part of government that makes the laws. Each state had one vote for or against a law. For a law to be passed, at least 9 states had to vote for it.

The Articles created a weak central government. There was no executive branch or judicial branch.​
