All atoms want to be STABLE = have a complete outer energy level that contains 8 electrons (except for Hydrogen and Helium who only need 2 valence electrons since they only have 1 energy level!)
Two ways atoms can become stable = obtain a full outer energy level that contains 8 electrons:
Lose electrons..and thus lose an outside energy level or
Gain electrons
To decide on what they atom will do, think about what will take less energy
