HOW DOES SOMETHING BECOME A RESOURCE?

UTILITY -- Usability or coming into use.
VALUE -- Its use or usability gives it a VALUE or WORTH. Sometimes economical also.
TIME AND TECHNOLOGY -- Time taken by a substance to become a RESOURCE.
TECHNOLOGY is the application of latest knowledge and skill in doing or making things.
