We use past continuous for:
Actions that were in progress at a stated time in the past. We don't know when it started or finished
For actions that were in progress when another action interrupted it. We use past continuous for the action in progress and past simple for the action that interrupted it.
For two or more actions that were happening at the same time in the past.
