To approve something: The 13 states had to ratify the Constitution for it to take effect and make a new government.

Citizens that favored the Constitution and wanted a strong national government.

Citizens that disagreed with the Federalists; they felt that the Constitution was a bad idea because it would give the federal government too much power.

First 10 amendments to the Constitution - ratified together 3 years after the Constitution was ratified. They clearly state and explain the rights and responsibilities of individuals, state governments, and the federal government.

People have the right to a fair trial, a lawyer to represent them, and do not have to speak against themselves.

All other authority not given specifically to the federal government in the Constitution belongs to the states or the people.

The heads of the Departments, that are a part of the Executive Branch, who advise the President.

Worked to convince others of the need for a strong central government. He was a Federalist.

Was president of the Constitutional Convention and when the new Constitutional government was formed he became the first President of the United States. He only served two (4 year) terms because he didn't want the President to serve for life like a king.

First Vice President of the United States. Became the second President after George Washington peacefully transferred power to him.

Free African American who helped the architect Pierre Charles L'Enfant plan the new national Capitol - Washington D.C.

Wanted less central government. Felt that state governments and individuals should hold more power. Was an Anti-Federalist.
