Just after you start off the story there should never be a problem right away or the reader could get mixed up. So you should tell them what they are doing that will get them in a problem, but don't tell them what the problem is just yet.

You should tell the reader about how the character feels about the problem and why they feel that way.

The solution

The solution happens depending on how long the problem is or if the character is resolving the problem. If the problem is wrong try making the character resolve the solution multiple times, but if the story is short try making them try the solution once and make that when it's solved.
