The word announcement means a spoken or written statement that tells people, whether public community or limited people of certain institution, about something. The purpose of an announcement is to give information.

commercials -> on radio, tv, newpaper, etc
non-commercials -> public services announcement, public event announcement, school / educational announcement, business announcement
personal -> wedding announcement, newly-born announcement, death announcement (obituary)

to campaign against / for something
to invite people to events
to ask people to do things
to publicize a formal personal event

there are some important points when reading a spoken announcement so that the listeners would understand better and not misinterpret the announcement
clarity in each sentence
correct pronounciation of each word
intonation of each sentence
pause at commas and paragraphs
voice volume

HOW TO WRITE AN ANNOUNCMENT
be direct an concise in your announcment -> reader will be able to understand the information quickly and can refer back to it easily
write a short, friendly announcement that's to the point when you're sharing positive news -> it can build on positive feelings like confidence and helpfulness
recognize what others have achieved in your announcement and motivate your reader to reach similar goals
present your information in a plain and complete way so that the reader will understand you the firs time
if the news you are announcing is bad, write it in a direct statement

REMEMBER
An announcement is a public statement, either printed or spokem, about something that is happening, has happened, or more likely going to happen. Therefore, most announcement are written in Future Tense, either in active or passive form.
Example :
The International Loan Corporation (ILC) will provide $47 million in financing for the construction of the Dhiba Diamond Hotel in the Tabouk region. The completion date will be on November 17th, 2018.
