WHAT ARE THE MODAL VERBS?
They are part of the group called "Auxiliar verbs", in a sentence they work toghether with a principal action verb so they can affect this verb by talking about the possibllity, obligation, desire, or ability that the subject has about that action.

Modal verbs will be written after the subject and before the principal action verb:

IN A NEGATIVE SENTENCE:
Modal verbs will be written after the subject and before the not and the principal action verb:
You should´t (Should not) travel to China because of the pandemic.
IN AN INTERROGATIVE SENTENCE:
The modal verb will start the sentence and it goes before the subject and the action verb:
Can you help me please?
