Goyeneche's arrival in Chuquisaca loosened the existing tensions between the Audience and its president Garcia Pizarro. Goyeneche showed the letter written by Carlota joaquina which proclaimed herself as the ruler of the throne of Spain

The Alto Peru Doctrine
In 1624, La Plata city was the site of the Royal Audience of Charcas and the Archiepiscopate. The idea of emancipation which later provided the legal justification that demonstrated that emancipation. The main argument was the extraordinary development of the famous San Francisco Xavier University which also initiated the rebellion on May 25, 1809

Emancipation ideas
The situation in Europe and North America influenced the Audience of Charcas, Napoleon Bonaparte's invasion of Spain in 1808 was the propitious occasion to initiate independence movements.
When the Zudañez brothers from Chuquisaca heard about the crisis that Spain was going through, they started the first Bolivian movement towards independence.

The Coronillas heroines
Since Goyeneche came to impose royal rule to stifle revolution rumors that were heard all the way from Alto Peru to Rio de La Plata. After multiple times defeating the rebels in Sipe Sipe and then in Pocoya, the uprisings of the woman was surprising in Cochabamba and this was one of the most historic events of the rebellion
