Each digit has a different value based on where it is in the number. The 2 in 249 is worth more than the 2 in 42.

We look to the digit neighbor to see if the digit we are rounding raises the or stays.

49 rounds to 50 and 42 rounds to 40.

If I buy two things, one costs $2.99 and another $1.99 I say I paid $5 for them because I rounded both prices.
