To quote a persons thoughts or utterances, you can use a clause ending with a predicate (verb)in the short form plus, とおもいます and so forth. Is a quotation particle which does the job of both the English word "that" in direct quotation of quotation marks.

This is how you say some "said" something that you heard directly.

Sue said that there would be an exam tomorrow
