A stands for Answer the question.
C stands for Cite sources
E stands for Expand your answer

Well, typically, Answering the question requires only 1 sentence. 
Citing Sources typically requires 2-3 sentences.
Expanding your answer requires 1 sentence.

Well, when answering a question we want to use the words in the question to start our answer.
So, if the question is "How long is a year in days?" we would start like this: A year is 365 days long. See how I used the words in the question in my answer. 

Which country has the initials EUM?
The country that has the initials EUM is Mexico. Estados Unidos de Mexico to be precise.
